Appearing both at odds with himself and his surroundings this person is an unexpected addition to the company assembled in the halls. Everything else speaks of war, blood and danger - so what is the point in adding a 'citizen', and a recently banned one too? Unless of course the citizen proved useful in setting up the new rule. Perhaps they convinced the other citizens, that flock of sheep, to be calm -- unalarmed even -- against the growing threat.
