The mob that has the bracer is the Drow Assassin. don't try pp to him as there are 2 and only one has the bracer. Best to walk to the Waterfall Caves and wander a bit till u find him. Be careful, mob is aggie, invis, and hits a ton. You can get to the Waterfall Caves from the Ruins of Rivera if you walk from the Highway/Great Wall - it's N from a 3 way junction along the path to Deephome.
