Recipe can be found on the continent of Eragora. Process of locating it's parts is not a quest in the classical sense, with tickets, but is nonetheless a very difficult exercise.

The manifest holder is an item with a keyword banner, that also needs to have armor class, thus technically fall into the category of Armor. The one in the Deepways for example is a treasure and cannot be used in this fashion. The guards in Midgaard hold a banner that is technically a light source so that one is also not suitable. An appropriate banner can be found on Eragora, although hidden well.

By comparison, LeMans Family Seal is -10, so this item would be LeMans -5, with the added hp bonus. Suit yourself if it is worth the effort.
