He is not portable. To reach him you need to get the Heavy Silver Key from the Clockwork Homunculus. Then use that to get the Runed Tower Key (room 2s of Vymm). The go to the tower in the south, top portion (nu[e]2e). Kill the Empty Servitor to release the Silent Slice Of Void. Kill it and loot the Cold Iron Master Key. Unlock up to get to Ithonng.
